A l’attention de Monsieur Emmanuel MACRON Président de la République-cabinet
du Président aux bons soins de Monsieur François-Xavier LAUCH Chef de
cabinet-Présidence de la République.
Monsieur le Président,
Vous lirez mon poème ci-dessous.
Je vous propose d’être le Premier Président d’un grand pays occidental à
créer un Ministère de la paix.
L’appellation par elle –même fixe l’objectif, la ligne politique.
Mais il ne s’agit pas du projet d’un Ministère portant un nom béat,
utopique, lyrique, …Mais d’une conception politique montrant le chemin, la
tension du combat pour convaincre et contribuer à la paix mondiale. Il
s’agit d’une proposition dynamique favorisant le but à atteindre : »LA PAIX
» en sachant qu’il s’agit d’un effort permanent, jamais achevé, car il y
aura toujours des maux à combattre, des contradictions à résoudre, des
enjeux d’humanité et de solidarité.
Un Ministère de la paix c’est l’envers du terrorisme qui tue, enlève
,assassine ,impose une idéologie fanatique de terreur. Les tensions avec
l’Iran, la Corée du Nord, l’augmentation permanente des dépenses militaires
aux Etats-Unis, en Russie, au Japon…seraient interpellées avec une telle
décision ! Indirectement, cela serait un soutien à l’accord de juillet sur
la non –prolifération.

En 1993, j'ai proposé à l'ONU, au Président de la République de mon pays, au
Conseil de L'Europe, à l'UNESCO. J'ai écrit aux autorités religieuses, pour
proposer la création d'un Ministère de la paix dans chaque pays. Cette
proposition : me valut des compliments et remerciements d'Institutions, de
personnalités. Cependant, ce Ministère n'est toujours pas mis en œuvre à
part le Costa Rica . Certes, en lui-même, il ne garantissait pas tout,
cependant, il aurait traduit au niveau de chaque Etat par sa création,
l'affirmation d'une volonté politique de paix par cette appellation.
Aujourd'hui, avec la crise économique mondiale que nous connaissons, les
situations de chaos et de guerres, et les réalités du terrorisme
international, ma proposition reste d'actualité.
Des dépenses militaires considérables pourraient servir à soigner des fléaux
de l'humanité : faim, épidémies, crises énergétiques, logement, développer
l'éducation, la culture, protéger l’environnement…etc.
Je renouvelle ce jour mon poème :
MINISTERE DE LA PAIX !
Le vocabulaire a sa raison d'être
Qui Oriente les corps
Et les visées des cœurs
Dans la plupart des pays
Pour protéger les frontières
Ou revendiquer des aires
Le Ministre désigné
S'estime très honoré d'une appellation affirmée
Ministre des armées :
Ou : Ministre de la défense, ou Ministre de la sécurité collective…..Il a
même existé dans des pays
l'appellation de "Ministère de la guerre"
A ces titres de pouvoir,
Je vous invite à revendiquer dans vos associations, ONG,
Mouvements pacifistes de paix et d'harmonie
La création et l'action d'un Ministère de la paix dans chaque pays
Tel un vibrato
Une pensée fugitive
L'obscurité d'un camaïeu
Au mépris des arrogances
Toute déambulation
Dans les longues vallées
Sur les mers turquoises
Près des pics argentés
Garante de la vie
Ton armée est ce cri
La paix n' a pas de prix
Ministère de la paix = Ministère de la survie
Et plus que cela : victoire de l'esprit
Sauvegarde de la dignité humaine
Et du respect de la vie, de toute vie
Testament du cosmos appelé de nos vœux.

proposal for a Ministry for peace!
For submission to Mr Emmanuel MACRON President of the Republic-cabinet of
the President to the good care of Mr François-Xavier LAUCH Chief of
cabinet-Presidency of the Republic.
Mr. President,
You will read my poem below.
I propose to you to be the First President of a large Western country to
create a Ministry for peace.
Name by itself sets the objective, the political line.
But it is not the project of a Ministry bearing a name happy, utopian,
lyric,… But of a political design showing the way, the tension of the combat
to convince and contribute to world peace. It is about a dynamic proposal
supporting the goal to reach: ” PEACE” by knowing that it is about a
permanent effort, ever completed, because there will be always evils to
fight, contradictions to be solved, challenges of humanity and solidarity.
A Ministry for peace it is the back of the terrorism which kills, removes,
assassinates, imposes a fanatic ideology of terror. The tensions with Iran,
the North Korea, the permanent increase in the military expenditure in the
United States, in Russia, in Japan… would be challenged with such a
decision! Indirectly, that would be a support for the agreement of July on
non-proliferation.

MINISTRY FOR PEACE, poem of Guy CREQUIE…
On behalf of Guy CREQUIE of VENISSIEUX, the Rhone, FRANCE.
In 1993, I proposed with UNO, to the President of the Republic of my
country, at the Council of Europe, UNESCO. I wrote with the religious
authorities, to propose the creation of a Ministry for peace in each
country. This proposal: was worth me compliments and thanks of Institutions,
personalities. However, this Ministry is still not implemented except for
Costa Rica. Admittedly, in itself, it did not guarantee all, however, it
would have translated on the level of each State by its creation, the
assertion of a political will of peace by this name.
Today, with the world economic crisis that we know, situations of chaos and
wars, and realities of international terrorism, my proposal remains of
topicality.
Considerable military expenditure could be used to look after plagues of
humanity: hunger, epidemics, energy crises, housing, to develop education,
the culture, to protect environment… etc
I renew this day my poem:
MINISTRY FOR PEACE!
The vocabulary has its raison d'être
Who Directs the bodies
And aimings of the hearts
In most country
To protect the borders
Or to assert surfaces
The appointed Minister
Estimate yourself very honoured with a marked name
Minister for the armies:
Or: Minister for defense, or Minister for the collective security .....
There even existed in countries
the name of “Ministry for the war”
With these titles of being able,
I invite you to assert in your associations, ONG,
Pacifist movements of peace and harmony
The creation and the action of a Ministry for peace in each country
A such vibrato
A fugitive thought
Darkness of a camaieu
With no regard for arrogances
Any ambulation
In the long valleys
On the seas turquoises
Close to the silver plated peaks
Guarantor of the life
Your army is this cry
Peace does not have a price
Ministry for peace = Ministry for survival
And more than that: victory of the spirit
Safeguard human dignity
And of the respect of the life, any life
Will of the cosmos called of our wishes.
