There's somebody in there, but he seems frighted into a still position/posture.
He's thinking that if the rope and its back-up break he'll have no second
chance and just float away into space. It's kind of like someone who's afraid of heights
being forced to walk along a steel beam, 50 stories up on a high-rise under construction.

They are able to go 300 miles altitude.
But take a look at the 3rd photo.
There's nobody inside the space suit, plus
the stars have all been blacked out.
