On the surface that would seem to be a good idea but almost all activities
involving looking after a cache can be done without logging into the site.
Looking at the page, going out to the cache site ect.
The groundspeak guidelines state something like some minimum amount of
"loggins" are required to look like you are active. In the virtual cache
section they state it's once/mo for cache and page maintenance.
Automatic archives could leave good caches stranded out in the parks with
no one will go find them and no one will know to go retrieve them. The
"hasn't logged into the site for x # months" has been used as a rationale
for archiving known abandoned and missing caches tho.
The approvers are a grouchy lot too. :-)

If someone hasn't logged into the site in that long a time, chances are they're not actively maintaing the cache either. And it represents one more location someone else can't place a cache . Ya know how contrary those grouchy old approvers can be about such things. <g>
