Thanks to everyone for the help. I met with Troy today and he seemed
satisfied with the idea of "watching" the cache. I made up a sample cache
page which included park hours, and who to contact to place caches in
Wentzville. He has to run this up the food chain, but will be getting back
with me shortly. He's also checking into reactivating the vacation station
cache. (I have been in contact with Kent, the cache owner, to keep him
apprised of the situation)
