There are some bugs that have reached their missions. Some cachers have them come back home. Some change their missions. I think it is Web-ling that had a spoon racing to England and it won the race, now a new spoon has been attatched and it is coming home. It depends on the cacher what happens to them. There are at least 3 bugs that have been reported as completing their goals in the Bug Forums. Of course you also have those bugs that really have no definable point in when they have reached their goal. I agree that all bugs should have their goals attatched to them. I picked up one today that has a great explanation for what a bug is and what the responsibilities are, in a baggie with it. But they didn't put the bug's goals in there. So I had to bring it home to see what to do with it before taking it to a new cache. My Mixed Signals bug has so many notes taped to it you can hardly find the cover of the book!
