[GeoStL] Quiet.. and Virtual caches

- I am surprised at the total lack of activity here today. I been sitting here waiting for something to happen and it is just dead.  I have been having a discussion about Virtual caches (VC's) as i am a little kornfused with them now.   see below:

Question to the Forums:
I am following along OK with the VC thing. VC points I need to get clear on:
It is stated that a "real" cache is always preferable but in some high traffic areas or terrorist target places, a VC may work.
BUT: these high traffic areas are end up being the "drive by " areas and the "drive by caches"  aren't any good either.
Now, applying all the various rules i have at my disposal, I can disallow a VC anywhere on the planet, even in the NPS (National parks service) because i can create an offset and refer to another place with in the park land.
That being the case, I am wondering if they would *ever* be appropriate but I cant think of where they would be now. (I even have a VC that i suppose is very lame :-0 )

Shouldn't we just ban them?  NO!!!  We need them!!! ... For something... I suppose.
I have really gotten myself tricked up with these dam things.
Help?
