That is just weird.
on the 1st message there was an entry in the header
Content-Transfer-Encoding: 7bit This is the first paragraph.
on the second message all there was : Content-Transfer-Encoding: 7bit
I did find a reference that thunderbird does something odd with Mime encoding.
I changed the list to be more tolerant of Mime stuff (his lips are moving but
no words are coming out.. sorry, mime reference) and that didn't fix it. I'll
keep digging. I really need to get around to doing the monthly maintenance
sweeps for the state but this is more fun.
