[GeoStL] Maybe better news from Saint Peters

Today I got a phone call from the secretary at the parks department and she
said they were toying with the idea of making geocaching a program under the
rangers division, thus bypassing the insurance problem. Next week they're
going to discuss it with the rangers and asked me to be available to answer
questions. So maybe there's still hope :)
