You've probably already thought of this idea, but how about this?  Maybe we
could get him to rewrite the rule so that a certain percentage of caches
have to be handicapped accessible.  If 25% was the required percentage, then
for every three regular caches there would have to be one handicapped cache.
We could even agree to hide the handicapped one first, and then he could
approve the next three caches.  Or even if he wants half of them to be
handicapped, it's still better than the way it is now.

I would be interested in the challenge of creating some handicapped caches
for Klondike or Quail Ridge, if he's willing to give a bit.  But a
handicapped cache for Matson?  Even their own facilities for Matson aren't
accessible.  The percentage would have to apply system-wide, not per park.

The rules are as follows..

    ALL caches in St. Charles County Parks MUST be approved prior to
placement.
    ALL caches must be in clear, see-through containers with the placers
phone number and name written on the cache
    ALL caches must be in easy to access locations that would not put even
the youngest people in harms way
    ALL caches must be removed after 6 months to prevent wear and tear in
the area.

All these I can live with except the last one which states:

    ALL caches MUST be handicap accessible.

If you place your cache 20 foot from the paved trail, it would NOT be
handicap accessible.

I tried to reason with him but he won't listen. I want to have a meeting
with him next week and see if we can modify the policy a little bit. Also,
be prepared to wait 6 weeks or longer for the approval.
