No, not all BUT the chances of getting something listed are very slim.
1) It must be in a place where a regular cache is prohibited, like the NPS.
2) even then it has to be so spectacular at s just the best thing since=20
sliced bread.
3) In all cases you will be askd why a regular cache cant be placed at or=20
near the site and you will be encouraged to do so.
4) If the place is not totally unique and novel it wont make the cut.=20
Graves memorials, plaques, battlfields are not all that unique.

finally, from the forums...

Re: Virtual Caches

If you really want to enter the murky realm of virtual caches, ask first=20
and post second. Consider that your virtual cache will most likely not get=
=20
listed. That way you are prepared for disappointment.

I'm wildly sober about this. Physical caches are the basis of the activity.=
=20
Virtual caches were created due to the inaccessability of caching in areas=
=20
that discourage it. If you must create a virtual cache its best to bring=20
the idea up before doing the research. Expect a no first and a yes in=20
extraordinary situations. I hate it has to be blunt but that's the fact,=

So, it is possible, not probable.
