Seems you have spoken to one of my favorite conservation agents. :-)
That is the same answer I got from him. He wouldn't even discuss it. Saying
they had to work on a policy. And I got the litter answer from him also. This
was some months ago.
I found this guy to not be the friendliest either. I got nowhere with him
also.
