- Mike, the Frisbee rule is probably reasonable on most public land. But it would never be reasonable on private property. Walmart parking lots, shopping centers, business parking lots, etc. are all private property and require permission of the land owner. The problem is most people do not recognize that these kinds of areas are private property. I still do not understand why the cache placement guidelines do not specifically and clearly point out parking lots and shopping centers are private property and require permission of the landowner. Glenn, do you know why they don't do it? If they had permission to place the cache there, this never would have happened. This would not be funny for a cache placer if the landowner sued for loss of business for an evacuation. When I recently found the Motel 6 Nano (which is clearly on private property), the General Manager came out and wanted to know why I was taking pictures of the dumpster. He knew nothing about it and did not even know what Geocaching was. So I had to explain it all to him and he seemed OK with it. I wish there was a requirement for caches on private property to specifically state in the cache description that permission has been obtained. The cache description of all my caches on private property begin with, "This cache is on private property (with permission)".
