I ran into the same problem, but in Columbia at On the Line (GCH17N) a
homeless person was actually sitting in front of the cache. This was on a
pedestrian bridge all her baggage, cart, etc. was with her.
Had to come back another day on that one.

Hrmmm... We got sidetracked for about 10 minutes by a red herring: there is now someone living at this cache site. Literally *on* the cache site itself. We found their bag of clothes, roll-your-own tobacco, tools (out of work tradesman?), etc., about three feet from the cache, and were unsure quite how to proceed.
We finally decided to continue the hunt (I hunted while Slowbob kept lookout, just in case), and completed it in just a few minutes.
Very interesting area: TFTIC!
