It looks like a dog that has lost it's hair, either shaved as a joke, or has
something wrong like a skin condition. I saw a shaved sheltie once, it did
not look like a dog. Check some of the other photos & videos about it. And it
isn't at all unusual for dogs & cats to eat the other's food, they can't read
the labels.
