Mike, while the cache guidelines indicate you are supposed to delete bogus logs, according to multiple posts on the forums the cache owner encouraged and approved the swapping. I wish this would have been the reason why they shut down the cache. But when you see how hard it is to get a cache shut down on posted no trespassing land, I have little hope for Groundspeak cracking down on widespread cheating by numbers hounds. The teams would start by replacing the first cache with a new film canister with a stickered log. It was place back in 2000 and has been found 107 times to date. If you look at when it was found you will find that in the first 9 1/2 years it was found 49 times. In the 9 months that ET Highway was active it was found another 58 times.
