[GeoStL] Compton Hill Water Tower

There is a benchmark near cache ST-6 that I have logged along with
several other people.  After some thought and discussion with
Happycycler, I have changed my log to "not found".  The problem is this:
the benchmark was described in 1871.  The Compton Hill Water Tower was
built in 1898, so it obviously can not be the structure described in
1871.  Also, the coordinates for the benchmark maps to a point on the
edge of I-44 near the eastbound on-ramp.  If anyone has any idea how to
figure out what structure existed at that point in 1871, Happycycler and
I would love to hear about it.
