Take google search for an example. It was messed up...waterlogged, etc... I
contacted the cache owner and they sent me a new cache. I just swapped out
everything/ CCCooperAgency was wonderful to work with. Just some of the time
there are certain owners who just neglect things and some leave geocaching in
general. If they're going to do that, perhaps they can transfer ownership to
the local geocaching group. Im sure there are many folks that would be more
than happy to maintain it.

Then my first question to you would be are you (or do you nkow of anyone who
would be) willing to take over the caches involved, if it came to it?

If so, let GC.com admins know your concerns about these caches. If he
is not maintaining the caches, he's not following the guidelines:

I would see what they do. I would guess they'll attempt to contact the
user concerned, and make a deicision based upon the response (if any)
to that contact.
