This may be the case but look at
http://www.geocaching.com/seek/cache_details.asp?ID=21951 . This cache was
temporarily archived by admin and owner instructed to fix or remove.

I think Jeremy wants the cache-placer to physically remove the cache before archiving it. If he archived it himself, perhaps the cache-placer might tend to not retrieve the physical cache. I suspect he considers it 'good business' to make the cacher deal with the private property issue himself.
