Sniper will probably chime in on this, but he said something about the park is open 24 hours for cars but closed after dark (not sure the exact time) to pedestrians, bike riders, etc. I'm sure in some cases they wouldn't say anything if you were out for a walk or a jog but this gives them a reason to stop and question you if need be.
