It's fairly recent. I wasn't aware, either, until a friend of mine got
an email. He's big on, how should I put this, trading of media.
Apparently, he went over the cap and got a letter. The letter stated
that another month of going over the limit would impose fees. He's now
on a business plan that gives him unlimited bandwidth.
