Well, that is to prevent "dummy" caches from being published. This was drawn
from a case that one reviewer told me about where a person hid an alphanumeric
challenge which was reasonably tough to do. Someone a couple weeks later
literally hid 36 caches, named for each letter and number. That cache went from
a challenge to bonehead easy. I was not going to have that happen.

And what's up with this rule: Caches that are published after this challenge
cache was published (7:32 a.m. on July 30, 2010) will not count.??
