In that vein, why should someone have to say they are doing the SLAGA challenge
before anything can count? Say a person who has done either the MO or IL county
challenge wants to do this...why can't their caches count even if they were
found after that cache was published? :)

Why remove the ability to claim caches already found? If you're
worried about some of the people that have been around a long time,
have two FTF: the person that found all new caches, and the person
that claimed any caches (that meet the date requirement).
