I was at Central market on King W. and crossed the street to get a bus and
saw that there were no boulevards and a white line had been painted
parallel to the sidewalk which I assumed was a bike lane. I do not that
familiar with the area but the next time I will do a little waking tour of
the situation.

I will suggest removing "Jersey barrier", which makes the space look like
a construction site, and instead propose retractable bollards, similar to
what is already installed on King St. These are not a complex install, can
remain permanently, do not block pedestrian or cyclist traffic, and can be
retracted to provide emergency vehicle access.

Correction: There are no bike lanes on King Street West. The only part
of King Street with bike lanes is part of King Street North in Uptown
Waterloo.
Also, Water Street's bike lanes turn into sharrows (painted in black,
because residents apparently didn't want green paint in a heritage
district) beyond Joseph.
Water Street is not a great bike route into the park (I say this as
someone who was nearly killed in the stretch between King and Charles
while in the bike lane, when some courteous driver travelling in the
same direction as I was waved at someone to turn left into my path).
