Water Street is not a great bike route into the park
Not having dedicated bike lanes on Gaukel would not prevent it from being used
as a bike route to Victoria Park.
Personally, I would view the proposed Gaukel greenway as an extension of
Victoria Park (especially once the section from Joseph to Charles can be
built). And as such, I think the most appropriate option would be to have
multi-use trails similar to the rest of the park. Those would provide safe
(even if not high-speed) cyclist access to the park.

Correction: There are no bike lanes on King Street West. The only part
of King Street with bike lanes is part of King Street North in Uptown
Waterloo.
Also, Water Street's bike lanes turn into sharrows (painted in black,
because residents apparently didn't want green paint in a heritage
district) beyond Joseph.
Water Street is not a great bike route into the park (I say this as
someone who was nearly killed in the stretch between King and Charles
while in the bike lane, when some courteous driver travelling in the
same direction as I was waved at someone to turn left into my path).

There has been some backlash from the public already and I have recently seen
why. I was up in the King W. area near the hospital area and I can see why.
That strip has two ION lanes, two traffic lanes and two bike lanes. What is
the matter with this picture? Well they have apparently removed the
boulevards to put in the bike lanes so that snowplows are going to put snow
up on the sidewalks. I will bet that this displeases a lot of people esp. in
an area with a hospital, public school etc. Technically it is illegal to
shovel your snow out into the street. (A fact discovered from personal
experience.)
If Gaukel is poor for vehicle traffic it is also poor for bikes. water St. is
already marked for bike lanes and is a much better option all round.
This is really a small area and bike lanes are going to be at the expense of
green space.
