Harriet & Kate (& interested parties)
The concerns about potential conflict between the independent overseas
Boards and the Israeli Amuta is valid. However, the strongest lay
leadership and the most vested and engaged donors tend to be those
connected to this independent Board. It is job of the professionals to
manage and avoid potential conflicts. Not simple but worthwhile in the long
run.
Likewise, yes, there are other models such as International Boards. But
it is rare that such lay leaders have same degree of investment as those
serving on independent overseas boards.

I would like to add my 2 cents to tge discussion.
Thus far, virtually all the comments are reacting to the question of the
cost/benefit of the technical matter of passing funds raised overseas to
Israel.
The value added benefit of overseas Boards and Friends must be viewed
from a much greater perspective. These volunteer leaders become your
greatest supporters and grow your presence in the overseas market. Instead
of having 1 professional fundraiser, you have a group of dedicated lay
leaders. The value if Board Development is significant if done well.

Yehudit,
I would be equally happy to share experiences with you that would
discourage one from having an "American Friends" organization - they can
work with you and for you, OR against you. Feel free to call me at your
convenience. I can further recommend, highly, speaking with Eric, who
offered to be of help. He is a highly experienced professional with a lot
of knowledge from the American side.
Best of luck,

Of course, Arnie is correct but let me share that the paperwork that he
describes is onerous, expensive and totally unnecessary. We, at
IsraelGives/YisraelToremet, are able to facilitate giving from the United
States, without the burden of creating and nurturing a totally independent
board from your amuta. I can personally share many stories from my direct
experience of tensions between the Israeli amuta and the "american friends
of" operations, who by definition must be totally separate from each other.
We have other services, too, to facilitate greater giving from the States.
Contact me and I will be delighted to connect you to our experts.

to become a non-profit in the usa, you must set up a completely
separate and autonomous body in the usa. it can not be "friends of xyz"
(the irs has been cracking down on non-profits that act as a pass-through).
you can start here:
https://www.irs.gov/charities-non-profits/before-applying-for-tax-exempt-status
and there are dozens of websites that discuss what you need (documents,
board members, etc.). and you should consult with or hire a lawyer and/or
an accountant in the usa.
