what was your agreement beforehand?

some say you get 1 try, some say 3, some bill by the hour, some bill by the
project, etc.

if your agreement was vague, then you will need to come to an agreed upon
solution.

What is protocol for the following scenario.
We gave our outsourced graphic artist a concept to work with and was unable
to create a fitting design. And it happened a second time.

Only on the third attempt- again the idea coming from us - did the graphic
designer succeed.

Should we be billed for the hours of the first two unsuccessful attempts?
