Full Disclosure - I produce the Monitor so my objectivity can be
questioned.....
All three are different and have different costs.
The Foundation Center (Foundation Director online) is focussed on North
America and provides 24/7 access to their data base including the links to
990's to show you to whom the foundations gave in the past and how much. It
can be bought by the month at a more expensive rate than for a year - the
cost works out to $200 per month or $1500 for the year
The Atlas is much less user friendly in terms of sorting and analyzing,
though it has information on foundations outside of North America as well.
I'm not sure of the cost of the Atlas but I think it is comparable to the
cost of FDO (perhaps a bit cheaper). I've heard mixed reviews so do speak
with a current or former subscriber to get first hand feedback.
The Monitor is the cheapest and least comprehensive of the three. It is
basically an RFP heads up - each month some 30 foundations WHICH ALREADY
GIVE TO NGO'S IN ISRAEL and have deadlines coming up in the next three
months are listed (when there aren't 30 RFP's info on Foundations which
give in Israel and are currently accepting applications but have no
deadline are listed). You get the area of interest, the contact
information, websites/email etc. The drawback is that out of the 30 there
many only be a few that are relevant for any one project with a specific
target population or subject. But then again, you may only have the time to
submit a few each month.
I disagree with what Elana wrote about no substitute for your own research.
Clearly you do have to do your own research when it comes to calling the
foundation and verifying the data and trying to establish a personal
connection. However, we have someone putting in hours every day doing the
research - why not save your time for the writing and the submissions? The
cost is 1200 nis for a year or (1800 nis if your organization has a budget
of over 1 million nis).
We offer another approach - for 4500 nis within two weeks we will produce
you a comprehensive list of all the funding sources in North American and
Europe which are appropriate for your particular project/organization with
all the info you need - areas of interest, what they give to and don't give
to, submission procedures, to whom they have given in the past in Israel
and how much, names of their trustees and professionals and more. Most of
our searches come up with between 25 and 75 foundations and they are listed
in order of priority in terms of upcoming deadlines and our assessment of
your chances for success.

THAT said, I use foundation center and guidestar to look at the 990's.
Also, Foundation center now has a new platform for free which is super
helpful. Looking at fundraising from the donor's perspective.
This is a question that comes up all the time.
This is also one of the reasons Shatil stopped providing the service.
