If by your concept you mean your image that they are to draw, it is on you.
If you mean a theoretical aim that they had to conceptualise and put into
graphic form, partially on them.

Let me clarify as ppl have assumed incorrect assumptions.

1. We use this company all the time, for many years, billed hourly, and
they usually produce top notch work.

2. They came back to us (both times) and while they produced a sketch they
admitted that they could not translate these specific concepts to a
compelling graphic.

3. No need to suggest 'how to handle it' - my query was if there was/is
protocal to such a scenario, of (admitted)  unsatisfactory work, billed
hourly.

The protocol is to have a prior understanding of whether you are paying
them by the hour or whether you are paying them only if you use their work.

In this particular case with no prior clear agreement the question is are
you interested in maintaining your relationship with them or are you ready
to move on to someone else. Legally, I do not think you are obligated to
pay for the first two attempts, but morally/ethically such a case can be
made.

If you are ready to move on,  pay them for the work according to your
interpretation and make it clear to them that if they want to work with you
in the future this is the condition. Be prepared to look for a new graphic
artist to outsource to - there are many!
