After giving this more thought, I'm wondering if the scenario you're
suggesting is one in which the organization approaches donor x who gives $x
annually and tells the donor, that the organization plans to do a matching
campaign and we would like to count your annual donation as part of the 3-4
individuals who are giving the matching funds? The donor then assents to
this request and is in fact complicit, when a matching fund campaign is
launched to attract new donations? Maybe donors know that the whole
matching fund campaign is really smoke and mirrors and the idea is that
donors want to give to the organization and it doesn't really matter
whether your dealing with new money or old money.
