There are definitely ways out there, since many people don't necessarily
have a list and thus smart non-profits (with large lists) and some
companies have turned this reality into a profit-making opportunity.
I would say depends on the population you are wishing to reach. Janglo,
Aish Hatorah, Fun in Jerusalem and other organizations (and companies
started for this purpose - I just don't remember any off-hand) send out
paid emails and have a nice wide audience. Facebook Ads could also be a
good medium.
Really depends on who you are looking for...

You can use Mail Chimp which is the most popular email marketing program
in Israel. I personally use MadMimi which I like even better.
