Yes (actually, in Yags, they're represented more as skills, and
are used with the Will attribute). However, you might as well just
use straight Will in that case. This means that you can't have a
crazed berserker (very low on Restraint/Temperence, but high on
Bravery). So you need some way to distinguish between between the
different types, so you're back to more than one again.

You could have one-off bonuses (+1 to Will against fear, etc),
but I prefer recognising that some differentiation is needed,
and implementing it at the low level.

Hmm, going back to Vampire (which, actually, I'm not that fond of
as a system, just in case my repeated mentioning of it recently
was giving anyone the wrong idea), there's also two other personality
pairs: Conscience/Convication and Self-Control/Instinct. Depending
on their Road, a character has one of each pair.

Road of the Beast: Conviction/Instinct
Road of Heaven: Conscience/Self-Control
Road of Kings: Conviction/Self-Control

etc

Someone who follows Road of the Beast, can never rely on Self-Control,
since their nature is governed by Instinct.

My own feelings, is that if there are a lot of free form passions,
then they should have limited affect on the game (being left more
or less up to the whim of the GM, such as a small bonus to Will, or
maybe other traits, under certain circumstances).

If they are to have a big effect on the game, then there should be
a limited number of quite detailed passions, with well defined
effects.
