If it is entirely your work, you can dual license it - allowing the end
user to choose whether they want to use either the GPL or CC (for example).
Some companies do this with software, dual licensing a free GPL version
and a paid-for proprietry license.

If others have contributed to it (and not given copyright over to you),
then you'd have to get their permission before making any license
changes.
