Our policy: if SPAM comes from an host without a dns name on its IP address, we block it outright. If they're sending mail from a legitimate ISP, there's no reason for them to not have DNS setup correctly. If they're sending it from a private mail server, they'll need to get their DNS fixed before we'll un-block the IP. Previously, we've just unblocked on request, but that's caused issues before, so we're going to take a stronger stand now.
