You can accomplish this with one setting change: just set closed-post =
no/off. However, this will open the list to SPAM, which you obviously
don't want.
Another option is to make the list moderated. All messages will then have
to be approved by a user marked as a MODERATOR before being sent to the
list. You can use this option in conjunction with closed-post = no.
