Neither. It is just one of a class of servers which
convert web pages to email format, and deliver them to
you on request.

For a current list, consult

        * agora servers
        * www4mail (combined agora and getweb) servers
        * web2mail servers

Assuming that your users just want to read plain
email-style text, they would all be suitable for the
purpose of retrieving archived messages.

It's the most simple, elegant and cheap way of getting
and storing unadorned information from the web -- even
better than Lynx.

Our Freelists mailing list is about the reverse process:
using these servers to create and manage web sites by
email only.
