As John told some time ago, quoted-printable handling by Listar is
buggy. 

But using "8bit" as "Content-Transfer-Encoding:" and iso8859-1 should
be fine. 

Please note that Listar converts all received messages from
"quoted-printable" to 8bit, and the "8bit" encoding you see in the
headers you posted was originally "quoted-printable" when the message
was posted by the subscriber.

Briefly: I'd suggest telling your subscribers to NOT use
quoted-printable encoding when sending mail to the list, because it is
not handled correctly by the software.

As for the double toggle button: I'd believe the left one simply marks
if the value of the button should be modified, and the right one gives
the value in itself.
