Hi Sebastian,

The howto is outdated, as far as I recall. It never got modified since P4, apart from little things. I didn't say anything about <name>, and frankly, I don't even fully understand your question -- you seem to be creating some strange opposition between an element and its content, and I am not able to process that, sorry :-)

I think it would be good to hid the Howto, or at least tag it as mostly
historical and definitely not normative. Please have a look at e.g. swh-eng,
it should have a proper header.
Sorry if I ask the obvious, but what exactly is outdated? The `name` tag is,
especially copyright-wise, far more descriptive then some user name. In my
changelog script, I actually use both, just without a hash (I'll add these).
swh-eng doesn't use the name, so is it outdated?
