No, it does not. It suggests so. It only restarts dictd if you use
install-restart. The latter also checks whether dictd is installed in the first
place.
What sort of behaviour would you like to see?
Debian doesn't use `make install`, but does the installation with Debhelper. The
targets provided by $FREEDICT_TOOLS/mk/dicts.mk is more for development
purposes.
