the program is now able to generate TEI XML.
Results:

I have also written a small test dictionary to better show the working
of the program:

("{vt;vi}" should later only give a single <pos>, followed by two <subc>.)
For the resulting deu-eng.tei (eng-deu.tei not yet tested)
+ `make validation' succeeds
(+) `make qa' is in progress (positively tested for small subset)
- `teiaddphonetics' fails
* '[[:alpha:]] *[!?:,]"' causes problems.
* Currently trying with a modified source dictionary (in progress).
+ tei2slob works
(+) tei2dict is in progress (positively tested for small subset)
