Yes, technically it's pretty straight forward. Since we have several
older and newer dictionaries and lists, we have to decide which data
will be used best for freedict.
If you can point me to an rng/xsd/schematron for the freedict TEI
customization, I can probably figure out a conversion.
Perhaps a Lex-0 - freedict conversion is a better choice than a
conversion from 
https://bitbucket.org/fryske-akademy/online-dictionaries to freedict.
Although we have developed tools for 
https://bitbucket.org/fryske-akademy/online-dictionaries and deveop
more tools.
