Hello and welcome! It's great to read that you have an interest to hand-edit a
dictionary. Could you please tell us what your technical background is?
In case you are familiar with XML, starting might be straight forward by
looking at a dictionary of your choice and the example encoding on:

We currently do not have any application that would allow you to add words
using a graphical interface. Therefore it is best if we can find out what your
knowledge is and point you to a possible solution.
