The CP sends alarms in the order that it detects them. The CP detects alarms in the order that it processes the blocks. If I recall correctly, the time stamp is applied at the time the alarm is detected. The resolution of the time stamp is to the tenth of a second, but the tenth doesn't show up in the time stamp field. It's in a field called "tenths." You should be able to see that in the AIM*Historian database using AIM*Inform or histspy. So, if AIM*Historian has it recorded first, it should be the alarm that was detected first, but this doesn't mean that it actually happened first. All of the I/O is read at the same time (for blocks in the same period and phase), so the order represents block order more than it does actual time of the change. The SOE software loaded into discrete FBMs time stamps at the I/O card and provides 1ms resolution and accuracy. If you don't use the SOE functionality, the only conclusion that you can derive is that the values changed within the same block scan interval. Sorry.
