That depends in the PLB block and ECB scan rate and order of execution.
The ladder scan is in single digit milliseconds, I think.
Once the OFL sets, it is read by the 1st ECB, passed to the 1st PLB, passed to
the 2nd PLB, passed to the 2nd ECB, and then to the 2nd FBM.
If blocks/ECBs all run at 1/2 second, and the PLBs operate with the 2nd running
after the 1st, I think you'll see it at about 1 second.
However, I'd want to test that theory.
