There are no hardware Letterbugs for 200 series (at least not that I know of).  
The only thing that matters are baseplate and slot (the last two digits of your 
"letterbug" name).  Baseplates start their numbering at "0" whereas slots begin 
numbering at "1".  The 0/1 issue has tripped me up a few times.
Can you talk to the device in System Manager?  Download to it?  Take it on and 
off line? Etc.

If your AIN/AOUT are in a new compound did you make sure to turn that compound 
on?

Question? Did you use the correct letterbug Question? IACC or ICC Question? Is 
it attached to the correct CP Suggestions Make sure the letterbug is seated 
really good.
Build a new letterbug and try that.
I have had problems with one of the numbers or letters being bad and sometimes 
the letterbug does not get seated.
