There is both a Display Manager / FoxView and Alarm Manager command that
allows you to run any program or script, appropriately called "run". I am
more familiar with the Alarm Manager version. I have used this to run
programs (I have used Wordpad, but you can use whatever you like) with
command arguments. For example, you can select an alarm and select a button
on menu item that will run an application with alarm parameters. 

For example, I have configured AM button action as:

        run D:\Program Files\Windows NT\Accessories\wordpad.exe
\tmp\<Compound>-<Block>.<AlarmType>

This will open a file named for the selected C:B and alarm type. "run" is
available for both Solaris and Windows (above).

What, if any, are the best methods to give access to documents such as SOP's
to operators from the Foxboro Workstation screens?  Their simple request is
to be able to punch a button on a display and have the SOP appear on the
screen.  I assume a complicated resolution......
