Hi Brian
Confirm the ICC upload process is not running on the actual server..
Try Open ICC Directly on the Server ( Not RDP )..
Unlock it, and exit..
Then Open with Icc Again, Check Point and Close..
If ok, Open with Icc and Upload then checkpoint..
May be some issue on Upload/ICC during RDP..

If not updating, when was the oldest and newest timestamp ?
