You can change the download location in Synaptic/Settings/Software Sources, the same place you added the Universe repository. Just change the "Download from:" selection.

Thanks for this information and suggestions.  I will see if I can make that work for me.  I assume the files are all stored in the different archives under the same paths and names, except for the university name.

I usually use the Michigan Tech Linux Users' Group mirror (http://lug.mtu.edu/ubuntu/) and get decent download speeds. Their archive looks to be much more up to date than the Chicago one that you are using. They have the correct version of both files you specify below; the Chicago one has 3.7.2, but not 3.7.4.
