Howdy,
just to make this clear. Fenrir does not rely on pulse. you also can use
it with alsa. for this you need to configure speech-dispatcher to use
alsa insteed of pulse. fenrir does no speech/ sound output by itself. it
utils to an backend what does the output. in case of the default
installation its speech-dispatcher.
to make speech-dispatcher work (with or without pulse) you need to
create a speech-dispatcher configuration for root (fenrir runs currently
as root). the only parameter what matters to fenrir is the "ouput
module" (alsa or pulse). speech-dispatcher will use the choosen one to
pass the sound to. engine, voice, speech, speed, pitch and stuff is
controlled by fenrir itself.
in case of pulse you need to run the providing script to stream the as
root created sound to the user pulse audio instance.
as far as i know its not recommented to configure pulse systemwide ( i
also never did this so i can not help here :/ )
if you are using Arch - there is an PKGBUILD for the git and the stable
version of fenrir in the AUR. pip3 works as well but is only able to
install "python" dependencys what are available to pypi. (so stuff like
sox, speech-dispatcher espeak is not available there and need to be
installed manual) - the PKGBUILD does install them :).
