I've tried Your suggestions, but unfortunately this didn't help. Also
I've tried:
$ sudo speaker-test -c 2
speaker-test 1.2.2
Playback device is default
Stream parameters are 48000Hz, S16_LE, 2 channels
Using 16 octaves of pink noise
ALSA lib pcm_dmix.c:1089:(snd_pcm_dmix_open) unable to open slave
Playback open error: -16,Device or resource busy
So it seems there is some general sound output issue for root in Ubuntu
20.04.

have you ran the pulse configuration tool /usr/share/fenrirscreenreader/tools/configure_pulse.sh? If so, This is just a guess, and may not work, but try adding root to group audio.
sudo gpasswd -a root audio

And there is no speech in the text mode. Note, running:
$ python3 check-dependencies.py
shows no errors. So all dependencies are installed. When starting Fenrir as non-root there is no error like above. However, there is no speech in the text mode either. Also the same configuration works fine in Ubuntu 18.04.
