Subject: Danger at new Luas stops, and at pedestrian crossings near them.
Hi Michael,
Although the road works have finally finished, unfortunately the completed
installation of the new Luas Cross City line has brought new dangers and
difficulties for people with impaired vision.
Danger zones are in the following locations:
Using the pedestrian crossing to the Upper O'Connell St. Luas Stop from the
Savoy Cinema and Gresham Hotel side of O'Connell Street.
Using the pedestrian crossing to the Dominick St. stop, near the junction
with Parnell St.
At both of these locations, you will be in danger if you continue straight
ahead after crossing to the island. You must turn left, instead. There is
no barrier to prevent you from walking into a dangerous situation. TII have
not provided a kerb edge, and DCC have refused to install a barrier, at both
of these locations. Instead, there is a raised yellow line on the ground to
warn people not to go any farther forward. If you are using a guide dog,
and can't see the yellow line, you are likely to step over it, and if you
are a cane-user and can't see it, you will need to be very skilled and
careful with your cane, or you may not notice your cane tip running over it.
Other difficulties are to be found at the following locations:
At the two crossings from the top of Dawson St. to St. Stephen's Green.
At the crossing from St. Stephen's Green Shopping Centre to the main
entrance into St. Stephen's Green.
There is no audible signal to help people cross the Luas tracks, at all
three of these crossings. At the Dawson St. crossings, there is no tactile
paving on the St. Stephen's Green side of the road, to enable people to find
the best place to cross the tracks and find the audible signals to cross the
rest of the way, to the top of Dawson Street.
I have raised these matters with DCC and TII, but so far nothing has
changed. If you have impaired vision or know anyone with impaired vision
who may be using these crossings or Luas Stops, please ask them to get
training from an NCBI Mobility Instructor, or a Guide Dog Instructor, or
from the Travel Assistance Service: 01 7033204. Otherwise, I would advise
people to go with a sighted friend, the first time they attempt to use these
stops or crossings.
Please circulate this information to as many people with impaired vision as
you can, and ask them to do the same.
